- Appointed by a resolution of the Lviv Delegation of the Ukrainian National Council (9 Nov 1918) and took the oath of office on 10 Nov 1918.
- Levycʹkyj left the temporary seat of government, Ternopil, on or shortly before 9 Dec 1918. The Council of State Secretaries assigned the state secretary for judiciary, Sydir Holubovyč, with presidential functions. Some time later, probably on 23 Dec 1918, Levycʹkyj resigned the office.
- Holubovyč was appointed to the office of President of the Council on 4? Jan 1919 by an order of the Standing Committee of the Ukrainian National Council (Vydil Ukrajinsʹkoji Nacionalʹnoji Rady | Виділ Української Національної Ради).
