- The statute of the Ukrainian National Council approved on 18 Oct 1918 assigned the presidential functions to the Chairman of the Ukrainian Parliamentary Representation (Ukrajinsʹka parlamentsʹka reprezentacija | Українська парламентська репрезентація), the Ukrainian caucus in the Abgeordnetenhaus of the Austro-Hungarian Monarchy, sitting in Vienna. The statute as amended on 4 Jan 1919 included a clause on the elected President of the Ukrainian National Council. Petruševyč was elected President of the National Council at the session of the Council held in Stanyslaviv on 4 Jan 1919.

- The creation of the Ukrainian National Council was proclaimed at the meeting in Lviv on 18 Oct 1918 chaired by Petruševyč who immediately departed for Vienna. The National Council did not operate in Lviv and was represented by a delegation, consisting of the members, mostly from Galicia. Petruševyč was absent from the territory of Western Ukraine on the date of the transfer of executive authority to the National Council on 1 Nov 1918 in Lviv. He returned c. 27 Dec 1918 and assumed the duties of office in Ternopil, a temporary seat of government.
