  1. The first five members of the Regency were elected at the meeting of the Provisional Governing Junta (Junta Provisional Gubernativa) on 28 Sep 1821 and took the oaths of office on 29 Sep 1821. The Regency served pending the acceptance of the throne of Mexico by Fernando VII (or by the members of the House of Borbón named in the treaty of Córdoba or by a person elected by the Cortes of the Empire). Neither Fernando VII, nor other members of the House of Borbón accepted the offer.
  2. The Constituent Congress (Congreso Constituyente) terminated the functions of executive power (29 Mar 1823) which had existed since 19 May 1822 and resolved to appoint an executive body but postponed the election to 31 Mar 1823 when Bravo, Guadalupe Victoria, and Negrete were elected to form a Supremo Poder Ejecutivo; Negrete was immediately sworn in, the others being absent. The alternates (Michelena and Domínguez) were appointed and sworn in on 1 Apr 1823 to serve pending the taking office by Bravo and Guadalupe Victoria. Immediately before Bravo took oath of office on 28 May 1823 Domínguez had been discharged, while Michelena continued in office. On 2 Jul 1823 the Congress designated Michelena and Domínguez as permanent alternates (suplentes perpetuos) to serve during the absences of the members of Supremo Poder Ejecutivo. Guerreo was elected the third alternate during the night session of 2/3 Jul 1823 and took oath of office on 3 Jul 1823.
  3. A decree of appointment of Supremo Poder Ejecutivo prescribed monthly rotation of the presidency in order of appointment without specifying the date for taking office.
