Fətəli xan Xoyski was appointed minister-president by the Azerbaijani National Council (Azǝrbaycan Şurayi-Millisi) on 28 May 1918 in Tiflis before the establishment of national government on the territory of Azerbaijan. After his arrival to Elizavetpol (Ganja) on the territory of the Republic of Azerbaijan he was appointed as minister-president of the Provisional Government on 17 Jun 1918. The resignation of Xoyski was submitted to the Parliament (Məclisi-Məbusan) on 25 Feb 1919, but he continued in office until his successor and a new cabinet was approved by the Parliament on 14 Apr 1919.
  3. Nəsib bəy Yusifbəyli was asked to form the government c. 17 Mar 1919. The government was approved by the Parliament on 14 Apr 1919. Yusifbəyli submitted his resignation probably on 30 Mar 1920, but the succeeding government was never formed.
