- Rəsulzadə was elected President the National Council in absentia at the session of the Council held in Tiflis [now Tbilisi, Georgia] on 27 May 1918. He assumed the presidency on 17 Jun 1918 at the first meeting of the Council held on the territory of the Republic of Azerbaijan in Elizavetpol (now Ganja). The Council appointed a provisional government and immediately adjourned, reconvening in Baku on 16 Nov 1918. It was superseded by the Parliament (Məclisi-Məbusan) on 7 Dec 1918.
