- Rəsulzadə was elected in absentia the President the National Council on 27 May 1918 at the meeting of the National Council in Tiflis [now Tbilisi, Georgia]. He assumed the presidency in Elizavetpol (now Ganja, Azerbaijan) on 17 Jun 1918.
- The National Council was dissolved in Elizavetpol on 17 Jun 1918 and re-convened in Baku on 16 Nov 1918.
