Biography:

Mihail Kas'janov graduated from the Moscow Institute of Automobiles and Roads and served in the USSR Gosplan (state planning committee) in 1978-1990. In 1990 Kas'janov headed a department of the State Committee for Economy of RSFSR. Since 1991 his job was related to foreign trade activities of the Ministry of Economics. In 1993 he was made the head of department of foreign credits and external debts. In 1995 Kasyanov was appointed a deputy to finance minister and later promoted to first deputy to finance minister (15 Feb 1999). He held a portfolio of finance minister in the governments of Sergej Stepašin (minister: 25 May 1999 - 9 Aug 1999; acting minister: 9 Aug 1999 - 19 Aug 1999) and Vladimir Putin (minister: 19 Aug 1999 - 7 May 2000; acting minister: 7 May 2000 - 18 May 2000). On 10 Jan 2000 Kasyanov was appointed first deputy chairman and finance minister. In fact, he chaired the cabinet as Putin focused on exercising duties of president devolved on him after the resignation of Boris El'cin. After the inauguration of Putin as president (7 May 2000), Kas'janov briefly served as acting chairman of the Government (7 May 2000 - 17 May 2000). On 17 May 2000 the State Duma approved Kas'janov's candidature to the post of Chairman of the Government of the Russian Federation.
