Article 14 of the Bunreacht na hÉireann (Constitution of Ireland) of 1937 provided that the functions of Uachtarán na hÉireann (President of Ireland) during the vacancy will be exercised by the Coimisiún (Commission) consisting of Príomh-Bhreiteamh (Chief Justice), Cathaoirleach Dháil Éireann/An Ceann Comhairle (Chairman of Dáil Éireann), and Cathaoirleach Sheanad Éireann (Chairman of Seanad Éireann). The office of President of Ireland remained vacant in the period between the resignation of President Mary Robinson (12 Sep 1997) and the day (11 Nov 1997) when President Mary McAleese took the oath of office. In accordance with Article 14, the Commission was set up and included Liam Hamilton (Chief Justice), Séamus Pattison (Chairman of Dáil Éireann), and Liam T. Cosgrave (Chairman of Seanad Éireann). The term of Liam T. Cosgrave as Chairman of Seanad Éireann expired on 17 Sep 1997, when the 21st Seanad held its first meeting. Brian Mullooly was elected (17 Sep 1997) on his place and, accordingly, became a member of the Commission. |
