27 Apr 1992 Serbia and Montenegro formed a federal state in accordance with the Constitution of the Federal Republic of Yugoslavia (Ustav Savezne Republike Jugoslavije sr-l | Устав Савезне Републике Југославије sr-c), adopted at the session of the Federal Council (Savezno veće|Савезно веће) of the National Assembly (Skupština|Скупштина) of the Socialist Federal Republic of Yugoslavia held on 27 Jun 1992 in Belgrade and promulgated on the same day (Serbia and Montenegro Official Gazette, No. 1, 27 Apr 1992, pp. 1-11) [3]
  1. The resolution was approved by the Anti-Fascist Council for the National Liberation at the session held between 19:00 29 Nov 1943 and 02:00 30 Nov 1943. The printed version was dated 29 Nov 1943. Full title (as written in the minutes of the session): Odluka o izgradnji Jugoslavije na federativnom principu sr-l, cr (Одлука о изградњи Југославије на федеративном принципу) sr-c.
  2. The resolution of 29 Nov 1943 referred to the new federal state as "Yugoslavia" without qualifications. Over time, however, "Democratic Federal Yugoslavia" gradually entered official usage. Although the Presidency of the Anti-Fascist Council for the National Liberation of Yugoslavia passed a law approving the change of the state's name on 7 Apr 1944, it was never promulgated.

Prior to the establishment of the Federal Republic of Yugoslavia on 27 Apr 1992, the constituent republics of the Socialist Federal Republic of Yugoslavia proclaimed their independence: Slovenia on 25 Jun 1991, Croatia on 25 Jun 1991, Macedonia on 17 Sep 1991, and Bosnia and Herzegovina on 6 Mar 1992.
