Fayzulla Khodzhayev emerged as a leader of the Young Bukharans between 1916 and 1920, opposing the Bukharan emir and participating in the overthrow of the regime with the support of Soviet forces on 2 Sep 1920. Shortly before the coup, Khodzhayev, who had joined the Russian Communist Party (Bolsheviks) in 1920, was appointed Chairman of the Council of People's Nazirs (government). He led the Bukharan People's Soviet Republic from 1920 until its incorporation into the Uzbek SSR in 1924. Khodzhayev served as Chairman of the Revolutionary Committee of the Uzbek SSR (18 Nov 1924 - 17 Feb 1925). On 17 Feb 1925, he was appointed Chairman of the Council of People's Commissars of the Uzbek SSR, and following Uzbekistan's entry into the Soviet Union, became one of the chairmen of the USSR Central Executive Committee on 21 May 1925. Khodzhayev retained senior positions in the government and party until 1937, when the 7th Congress of the Uzbek Communist Party (Bolsheviks) denounced him as a "people's enemy." He was dismissed from all posts on 17 Jun 1937 and arrested either on 17 Jun 1938 or 9 Jul 1938. In Mar 1938, Khodzhayev was tried alongside Nikolaj Buharin, Aleksej Rykov, and others, accused of participating in a nationalist conspiracy against Soviet authority in Uzbekistan.
