The deputy chairmen exercised the functions of Chairman of the Council of People's Commissars of the USSR Vladimir Lenin (Владимир Ленин) who was appointed on 6 Jul 1923, but did not take office. After the death of Lenin (21 Jan 1924), the deputy chairmen continued to exercise the functions of the Chairman until the appointment of Rykov.
