- Joseph Reed was elected a councillor for the county of Philadelphia at the General Election held on 13 Oct 1778, to serve the remainder of the 3-year term of Thomas Wharton, Jr., who had died on 23 May 1778. Wharton's term was due to expire on the day of the next General Election—12 Oct 1779. Accordingly, Reed’s term as councillor, and thus his tenure as President of the Supreme Executive Council, concluded on 12 Oct 1779. However, on the same day, Reed was again elected as councillor for the county of Philadelphia and was re-elected as President on 15 Oct 1779. He served two additional years in that capacity, as the Constitution of 1776 (Sect. 19) prohibited any person from holding the office of President for more than "three successive years."
