  1. The Constitution of the State of Kansas was adopted, ratified by the people, and effectively came into operation. On 15 Nov 1859, the Board of State Canvassers issued a proclamation calling for the election of State officers, including the Governor, Lieutenant Governor, and a member of Congress, under the Constitution. The elections were held on 6 Dec 1859. Congress did not sanction the adoption of the Constitution and never passed an enabling act for Kansas. To avoid a confrontation with federal authorities, the establishment of the State government was delayed pending congressional action on the admission of Kansas into the Union.
