- Bell received his commission as provisional secretary in St. Augustine on 11 Jul 1821 authorizing him to exercise the functions of the Governor of East Florida, pending arrival of Secretary and Acting Governor Worthington.
- Andrew Jackson was appointed Commissioner of the United States and commissioned to exercise the functions of Governors of East and West Florida on 10 Mar 1821. He arrived at Pensacola, where he accepted the cession and assumed the government on 17 Jul 1821. Unable to attend to the affairs of East Florida in person, Jackson issued a commission on 1 Jul 1821 transferring the functions of Governor of East Florida to Secretary Worthington. Commissioned to the office on 18 May 1821, Worthington was absent from the territory; he arrived at St. Augustine on 17 Aug 1821 and entered upon the duties of office on 20 Aug 1821.
