[1] The Constitution of 1776 provides for election of a branch of the Legislature that "shall be called The COUNCIL" (Art. 4), but also refers to it as "Legislative Council" in other articles; "the Council" is a regular self-reference in the minutes and resolutions of this body.
[2] During the recess (10 Nov 1776 - 5 Jan 1777), a Council of Safety exercised executive functions.
