Subsequent to the occupation by the armed forces of the United States of a portion of the State of Arkansas, a convention of the people assembled in Little Rock on 4 Jan 1864 and adopted a Constitution on 19 Jan 1864. It was ratified by a referendum and the results were ceritified by a proclamation of the Provisional Governor issued on 11 Jan 1864.
