- Mykola Mykolajovyč Saxno-Ustymovyč (Микола Миколайович Сахно-Устимович) was given the task of forming the first government of the Hetman of all Ukraine Pavlo Skoropadsʹkyj and the signature of Saxno-Ustymovyč as the Ataman of the Council of Ministers (Otaman Rady Ministriv | Отаман Ради Міністрів) is attached to two principal documents of the hetmanate, the address to the Ukrainian people and the law on provisional organization of the state (both are dated 29 Apr 1918, but most probably backdated). There is no evidence that Saxno-Ustymovyč exercised the functions of the head of government.
- Vasylenko was given the task of forming the government on 30 Apr 1918 or 1 May 1918, but the Hetman never issued an order of his appointment. Vasylenko chaired the meetings of the Council on 2 and 3 May 1918 (and probably on 6 May 1918).
- Lyzohub was appointed in absentia by an order of the Hetman issued on 3 May 1918 and took office on 7 May 1918.
