- Appointed by a resolution of the Ukrainian Military Revolutionary Committee (Ukrajinsʹkyj Vijsʹkovyj Revoljucijnyj Komitet | Український Військовий Революційний Комітет) of 14 Dec 1918, pending the arrival of the Directory to Kyiv.
- The appointment of Čexivsʹkyj and ministers was proclaimed at the meeting of the Council of People's Ministers and the members of the Directory on 24 Dec 1918 in Kyiv. The decree of appointment was issued by the Directory on 26 Dec 1918.
- Čexivsʹkyj was discharged by a decree of the Directory of 31 Jan 1919 which also entrusted Ostapenko with the task of forming a new council. Čexivsʹkyj continued in office to 13 Feb 1919 when the government of Ostapenko held its first meeting.
- The decree of appointment of Ostapenko was issued on 13 Feb 1919 (his term was backdated to 31 Jan 1919).
- Mazepa was discharged by a decree of 26 May 1920, but continued to chair the meetings of the Council until 31 May 1920 when the government of Prokopovyč held its first meeting.
- After a series of military defeats in the war with Russia, the Council abandoned the temporary capital, Kamianets-Podilskyi, on 9 Jul 1920 and crossed the border on 16 Jul 1920, effectively becoming a government-in-exile. The Council briefly returned to Ukraine, resuming its operations in Kamianets-Podilskyi on 11 Nov 1920, but was forced to leave on 14 Nov 1920 and moved to the territory of Poland shortly after.
