[2] Prime Minister Obote assumed "all powers of the Government of Uganda" on 22 Feb 1966 and then on 2 Mar 1966 proclaimed that the functions of the President of Uganda "shall vest in the Prime Minister." The President of Uganda Mutesa protested these actions, staying in his residence in Mengo (Kampala) until 24 May 1966 when he was forced into exile.
[3] The office of Military Head of State was transformed into the office of the President in accordance with a decree signed 12 Mar 1971 (retroactively effective from 2 Feb 1971).
