  1. In accordance with an agreement among Slovakia's political parties concluded in Žilina on 6 Oct 1938, Tiso was designated as President of the Government, a projected office outlined in a bill proposed for adoption by the National Assembly of Czechoslovakia. While awaiting the bill's approval, the President of the Government of Czechoslovakia appointed Tiso as minister for the administration of Slovakia (Czech/Slovak: ministr pro/minister pre správu Slovenska) on 7 Oct 1938. Tiso and other Slovak ministers took their oaths of office in Prague on the same day and formally assumed their positions in Bratislava on 8 Oct 1938. Tiso interpreted his appointment as equivalent to that of head of government and styled himself President of the Government in official legislation.
  2. Jozef Sivák was appointed to succeed Tiso who had been discharged by President of the Czechoslovak Republic on 9 Mar 1939. However, as Sivák was absent from Czechoslovakia, he never assumed office.
