- According to a resolution of the Committee of 13 Aug 1918, all judicial decisions were made in the name of the Russian Federative Democratic Republic (Rossijskaja Federativnaja Demokratičeskaja Respublika | Российская Федеративная Демократическая Республика).
- Five members of the Committee on the day of assumption of power in Samara (8 Jun 1918):
- Ivan Mihajlovič Brušvit (Иван Михайлович Брушвит)
- Vladimir Kazimirovič Volʹskij (Владимир Казимирович Вольский)
- Prokopij Diomidovič Klimuškin (Прокопий Диомидович Климушкин)
- Ivan Petrovič Nesterov (Иван Петрович Нестеров)
- Boris Konstantinovič Fortunatov (Борис Константинович Фортунатов)
- The number of members of the Committee was increasing as more members of the Constituent Assembly were arriving to Samara (8 Aug 1918 – 29 members, 25 Aug 1918 – 48 members, 5 Sep 1918 – 71 members, 1 Oct 1918 – 93 members). Before the election of the Presidium (14 Aug 1918) the meetings of the Committee were chaired by one of the members, most frequently by Vol'skij.
- The Provisional Standing Orders of the Committee of Members of the All-Russian Constituent Assembly were approved on 13 Aug 1918 and provided for election of the Presidium consisting of the chairman, two deputy chairmen, secretary and deputy secretary.
