[1] Appointed in accordance with an ordre du jour issued by the Emperor of the French, Napoléon Ier, in Vilnius on 1 Jul 1812 after military occupation of parts of Russia. The Commission was constituted at its inaugural meeting on 2 Jul 1812.
[2] The instrument of appointment referred to the body in French as gouvernement provisoire de la Lithuanie, commission du gouvernement provisoire de la Lithuanie, and commission provisoire du gouvernement de la Lithuanie. The official seal adopted by the Commission bore the inscription (in Polish): Komisja Tymczasowego Rządu Litewskiego. Also (in semi-official use): Komisja Rządu Tymczasowego Wielkiego Księstwa Litewskiego, Komisja Tymczasowa Rządu Wielkiego Księstwa Litewskiego.
[3] The Commission did not make any decision concerning the election of its President before 18 Jul 1812. The meetings between 2 Jul 1812 and 17 Jul 1812 were chaired by Sierakowski who is referred to in the minutes as "prezydujący" (presiding officer).
