Aug 1919 the Socialist Soviet Republic of Lithuania and Belarus ceased to exist de facto after a series of military defeats and the occupation of Minsk (8 Aug 1919) and Babruysk (28 Aug 1919) by the armed forces of Poland

The All-Belarusian Congress of Councils passed a declaration (Russian: Deklaracija o slijanii s Litovskoj Sovetskoj Respublikoj | Декларация о слиянии с Литовской Советской Республикой), which recognized "the necessity of immediate merger" (2 Feb 1919). The Congress of Representatives of the Councils of Lithuania adopted a resolution (Lithuanian: Rezoliucija dėl Lietuvos suvienijimo su Baltarusija), solemnly proclaiming the establishment of the Socialist Republic of Councils of Lithuania and Belarus (20 Feb 1919).
