  1. The functions of the Chairman of the Central Executive Committee devolved on Stučka as Chairman of the Government (Valdības priekšsēdētājs) when the Constitution of the Latvian Soviet Republic was approved at the Congress of Councils of Latvia on 15 Jan 1919 (Latvijas Sociālistiskās Padomju Republikas dekrētu un rīkojumu krājums, No. 1, 14 Feb 1919). According to Art. 9 of the Constitution, the Government was ex officio Presidium of the Central Executive Committee.
  2. Left the national territory c. 3 Jan 1920 and approved the dissolution of state bodies 13 Jan 1920 in exile.
