31 Aug 1991 the Kyrgyz Republic is proclaimed independent, sovereign and democratic state in accordance with a declaration adopted by the Supreme Council of the Kyrgyz Republic on 31 Aug 1991 (Kyrgyz Banner, No. 210, 10 Sep 1991, p. 1; Voice of Kyrgyzstan, No. 210, 10 Sep 1991, p. 1)
11 Dec 1991 the declaration of independence is given the status of a constitutional law in accordance with a law passed by the Supreme Council on 11 Dec 1991 and promulgated on the same day (Kyrgyz Banner, No. 286, 12 Dec 1991, p. 1; Slovo Kyrgyzstana, No. 287, 12 Dec 1991, p. 2)
  1. The declaration was issued by the Supreme Council of the Kyrgyz SSR, but all references to "Kyrgyz SSR" in Kyrgyz and "Kirgizskaja SSR" (Киргизская ССР) in Russian printed versions were removed. The passing of the declaration was briefly reported in Soviet Kirghizia, No. 288, 16 Dec 1990, p. 1, and Soviet Kyrgyzstan, No. 289, 18 Dec 1990, p. 1, but the publication of the text was delayed.
  2. This style became constitutional on 5 Feb 1991 when an amendment to the Constitution of 1978 took effect (the previous style was intermittently used in official practice to 5 Feb 1991).
  3. Between 9 Nov 2006 and 14 Sep 2007 the use of Кыргызстан (Kyrgyzstan) as alternative polity style was endorsed by the Constitution of 1993 (as amended in 2006).
