The National Ruling Council was established in accordance with a law passed by the Political Committee of the Provisional National Assembly (Ideiglenes Nemzetgyűlés Politikai Bizottsága) and the Provisional National Government on 26 Jan 1945 (Official Gazette, No. 4, 10 Feb 1945, p. 1), providing for a three-man body including the President of the Provisional National Assembly (or deputy), the President of the Provisional National Government (or deputy) and a person to be appointed by the Political Committee of the Provisional National Assembly. In addition to ex officiis members, Gerő Ernő was elected a member of the National Ruling Council at the meeting of the Political Committee on 12 Mar 1945. The National Ruling Council was constituted at its inaugural meeting in Budapest on 17 Apr 1945 (Föglein 2001, 22). |
