The functions of the President of the Federal Central Executive Committee devolved on Garbai as President of the Revolutionary Governing Council (Forradalmi Kormányzótanács elnöke) when the Regulations and Standing Orders of the Federal Central Executive Committee were approved at its session 16 Jul 1919 (published in Official Gazette, No. 97, 20 Jul 1919; document backdated to 15 Jul 1919). According to Art. 2 of the Regulations and Standing Orders, the President of the Revolutionary Governing Council was ex officio President of the Federal Central Executive Committee. |
