  1. Between 6 Aug 1919 and 8 Aug 1919 József exercised the duties of chief executive de facto until the official recognition as the Governor of Hungary on 8 Aug 1919.
  2. Horthy resigned the office of Governor by a letter addressed to the presidents of the two Houses of the National Assembly (Országgyűlés) on 16 Oct 1944, in which he entrusted Szálasi with the formation of a government of national unity. Szálasi assumed the office of Prime Minister and also took over the exercise of the powers of Governor, pending the election of a new Governor. On 27 Oct 1944, the Council of State (Országtanács) recognized that the office of Governor had become vacant and proposed not to fill the vacancy, but instead to adopt legislation concerning the functions of the head of state. On 3 Nov 1944, the two Houses of the National Assembly passed a law transferring the functions of the head of state to Szálasi under the title of National Leader. He took the oath of office on 4 Nov 1944.
