According to the proclamation of the Revolutionary Committee, it was established by insurgents at Shulaveri, near the southern border of Georgia, on 16 Feb 1921. After the capture of Tiflis by the insurgents and armed forces of the Russian SFSR, the Revolutionary Committee proclaimed itself the highest stet authority on 26 Feb 1921 (Georgian Revolutionary Committees, pp. 15-16).
