Studied law in Paris and Toulouse; had law practice in Nérac; municipal counselor and mayor of Nérac (from 4 Sep 1870); elected to Chambre des députés (Chamber of Deputies) (1876-1890); under-secretary of the interior and cults (17 May 1880 - 14 Nov 1881); minister of the interior (7 Aug 1882 - 13 Sep 1882, 30 May 1887 - 12 Dec 1887); minister of the interior and cults (13 Sep 1882 - 21 Feb 1883); president of the Council of Ministers (29 Jan 1883 - 21 Feb 1883); acting foreign minister (29 Jan 1883 - 21 Feb 1883); minister of public education and arts (20 Nov 1883 - 6 Apr 1885, 22 Feb 1889 - 17 Mar 1890); acting justice minister (6 Jul 1887 - 30 Jul 1887; 30 Nov 1887 - 12 Dec 1887); justice minister (12 Dec 1887 - 3 Apr 1888); minister of justice and cults (17 Mar 1890 - 27 Feb 1892); elected to the Sénat (8 Jan 1890 - 13 Feb 1906) from Lot-et-Garonne and became its president (3 Mar 1899 - 13 Feb 1906); elected President of the Republic (17 Jan 1906) as a candidate of the left; endorsed invasion of Morocco (1907), followed by French-German controversy over protectorate; signed a law on freedom of cults (1907); French-Japanese agreement (1907) guaranteed independence for China; agreement with Germany over Morocco reached in 1909.
