The Diet held its last meeting 15/28 Nov 1917 before it was prevented from holding sessions by a military revolutionary committee in Tallinn, representing the Soviet Russian government.
Some versions of the independence manifesto are dated "Tallinn, 21 Feb 1918" (ERA.2124.2.191).
