- Päts was appointed Chairman of the Council of Ministers of the Provisional Government of Estonia by a resolution of the Salvation Committee of 11/24 Feb 1918 (Riigi Teataja, No. 1, 27 Nov 1918, p. 2). The government took office in Tallinn 11/24 Feb 1918, but it ceased to function when Tallinn was occupied by the troops of the German Reich 12/25 Feb 1918. The government held a few clandestine meetings in Narva between 8 Mar 1918 and 12 Mar 1918 and finally went into hiding.
- The government reconvened in Tallinn 11 Nov 1918. The ministers Jaan Poska, Jaan Raamot, Juhan (Johannes) Kukk, and Ferdinand Peterson attended the meeting.
- The government approved by a resolution of the Council of Elders (Vanematekogu) of 12 Nov 1918 included Päts as Prime Minister (peaminister) and Poska as Deputy Prime Minister (peaministri asetäitja). Päts was absent from the national territory and assumed his functions on 20 Nov 1918.
