In accordance with the provisions of Art. 64 of the Constitution of 1863, the exercise of executive power is vested in an official bearing the title Presidente de los Estados Unidos de Colombia ("El Poder Ejecutivo de la Unión se ejerce por un Magistrado que se denominará «Presidente de los Estados Unidos de Colombia»..."). Also in official use: Presidente de la Unión and Presidente constitucional de los Estados Unidos de Colombia; the latter was used consistently during the presidency of Mosquera (1863-1864) and occasionally during the presidency of Gutiérrez (1868-1870). |

Imprisoned and prevented from exercising his functions (23 May 1867) and yet continued notionally to be regarded as holder of the office of Presidente de los Estados Unidos de Colombia. Mosquera was formally suspended by a resolution of the Senado de Plenipotenciarios of 9 Jul 1867. His resignation (dated 1 Aug 1867) was submitted to the Congreso which declined to consider its acceptance. He was convicted by the Senado de Plenipotenciarios (1 Nov 1867), but never discharged from office. |
