The abdication of Emperor Pedro I in favor of the 5-year-old Pedro II was communicated to the joint meeting of the Senate and Chamber of Deputies on 7 Apr 1831, which immediately proceeded with election of the Provisional Regency. [1] On 14 Jun 1831 the Provisional Regency promulgated a law on the process of election of the permanent regency provided in the Constitution. The Permanent Regency elected under the provisions of this law replaced the Provisional Regency. |

As explained in the Proclamation of 8 Apr 1831, the Assembly, being in recess, could not proceed to elect a permanent regency according to Article 123 of the Constitution of 1824; nor could a provisional regency constituted according to Article 124 be installed, since the ministry stood dissolved. |
