  2. Belarusian: Zmitro/Zmicer Xvedaravič Žylunovič (Змітро/Зміцер Хведаравіч Жылуновіч). Žilunovič used a number of pen names including Ciška Hartny (Цішка Гартны) in Belarusian and Tiška Gartnyj (Тишка Гартный) in Russian.

Žilunovič was designated as "Chairman of the Council of People's Commissars of the Belarusian Socialist Workers' and Peasants' Soviet Republic" at the meeting of the members of the Belarusian National Commissariat (Belorusskij nacional'nyj komissariat | Белорусский национальный комиссариат) and Belarusian political activists in Moscow on 25 Dec 1918. The list of members of the Provisional Government, including Žilunovič as chairman, was confirmed by the Central Committee of the Russian Communist Party of Bolsheviks most probably on 27 Dec 1918. The Provisional Government held the first meeting in Minsk on 7 Jan 1919.
