- Elected as provisional chairman (21 Jun 1918) in the absence of the Chairman of the Armenian National Council, Awetis Aṙakʻeli Aharonyan (Աւետիս Առաքելի Ահարոնյան), who had departed on a diplomatic mission. After chairing the sessions of the Council in Tiflis, Sahakyan arrived in Yerevan on 19 Jul 1918 where he resumed the presidency on 20 Jul 1918.
