[2] | The High Council was elected by the National Assembly 22 Oct 1943. Three members of the High Council (Frashëri, Dibra and Nosi) took oaths of office at the session of the National Assembly 26 Oct 1943. Harapi, a Catholic priest, declined to take the oath, pending the approval of church authorities, but participated in the work of the High Council. He was finally sworn in on 13 Jan 1944. |
