- St. Clair was elected governor by the Continental Congress on 5 Oct 1787 and received a commission for a term commencing on 1 Feb 1788. He arrived at Fort Harmar on 9 Jul 1788 and was publicly proclaimed governor at a popular meeting in Marietta on 15 Jul 1788. During his intermittent absences from the Territory, his functions were exercised by the secretaries of the Territory (Winthrop Sargent, 1788–1798; William Henry Harrison, 1798–1799; and Charles Willing Byrd, 1799–1803).
- Following the adoption of the Constitution of the State of Ohio, the governor, secretary, judges, and other officers of the territorial government were authorized by a provision of the Constitution to continue in office until superseded.
