[2] Established in Tiflis (now Tbilisi, Georgia), the National Council was represented in Yerevan (to 19 Jul 1918) and adjacent territories by a special representative Aram Haroutʻyouni Manoukyan (Արամ Հարությունի Մանուկյան; original name: Sargis Hovhannisyan (Սարգիս Հովհաննիսյան).
