[1]	Originated as a public organisation which assumed governmental functions of the Armenian provinces in accordance with a resolution of 26 May 1918.
[2]	Established in Tiflis (now Tbilisi, Georgia), the National Council was represented in Yerevan (to 19 Jul 1918) and adjacent territories by a special representative Aram Haroutʻyouni Manoukyan (Արամ Հարությունի Մանուկյան; original name: Sargis Hovhannisyan (Սարգիս Հովհաննիսյան).
