The functions of the Chairman of the Central Executive Committee devolved on Stučka as Chairman of the Government (Valdības priekšsēdētājs) when the Constitution of the Latvian Soviet Republic was approved at the Congress of Soviets of Latvia 15 Jan 1919 (Latvijas Sociālistiskās Padomju Republikas dekrētu un rīkojumu krājums, No. 1, 14 Feb 1919). According to Art. 9 of the Constitution, the Government was ex officio Presidium of the Central Executive Committee. |
